You have the responsibility for managing a development project in the Citizen Service, in the municipality. The local Citizen Service has always delivered a good and efficient administration of cases, with relatively high satisfaction among the citizens, but it is as if the effectiveness and the satisfaction with the handling of the cases are decayed and the happiness with the present workflows is also downward.

You just had a meeting with your superiors, and you have chosen to use design thinking as the way to get back on track with the satisfaction among the citizens and the workflows in the Citizen Service at the same time working with the effectiveness. The goal, in this case, is to prepare the Citizens Service to meet the future needs of the citizens and the employees through design thinking.
